On March 18, the Luozhi Tourism Development Planning Symposium was solemnly convened in the town government’s conference room. Attending leaders included Zhang Binghua, Deputy District Mayor of Wuzhong District; Cheng Fei, Director of the Wuzhong District Tourism Bureau; Lu Zhenrong, Member of the Party Committee and Secretary of the Discipline Inspection Commission of the Luozhi Town Party Committee; Ju Hairong, Member of the Party Committee and Deputy Town Mayor of Luozhi Town; Hong Taosheng, Deputy Town Mayor of Luozhi Town; Wu Qiurong, Chairman of the Luozhi Town Federation of Trade Unions; Zhang Xinqing, Assistant to the Town Mayor of Luozhi Town; Zhou Xuezhong, General Manager of the Luozhi Tourism Development Company; Dai Chunrong, Director of the Luozhi Town Housing Construction Office; and Zhou Minsen, Director of the Luozhi Town Culture and Sports Center. The experts in attendance came from nationally renowned tourism planning firms, including Beijing Lvwei Chuangjing Planning and Design Institute, Zhejiang Yuanjian Tourism Planning and Design Research Institute, Huahui Group Shihua Jiangnan Cultural Development Co., Ltd., and Shanghai Qichuang Tourism Landscape Design Co., Ltd.

The meeting was chaired by Wu Qiurong, Chairman of the Town Federation of Trade Unions. It began with a report on the development of ancient-town tourism delivered by Zhou Xuezhong, General Manager of Luzhi Tourism Company. Four planning firms then provided brief introductions and presentations of their respective capabilities.

Addressing the four planning firms, Director Cheng Fei of the Wuzhong District Tourism Bureau outlined four key requirements: First, conduct in-depth research on Luzhi, covering its current conditions, historical and cultural heritage, and other relevant aspects. Second, adopt a pragmatic approach to planning—grounded in reality yet aspiring to transcend it, fostering innovative development while ensuring strong feasibility. Third, ensure dedicated team commitment, with a specialized team assigned to oversee the project and comprising diverse expertise. Fourth, adhere to a well‑timed implementation schedule, delivering high‑quality results on time; strive to complete the work by the end of April and hold a review of each firm’s proposal in May.

Following this, leaders of Luzhi Town—including Member Ju, Mayor Hong, and Assistant Zhang—delivered important remarks. Meanwhile, Zhou Minsen, Director of the Town’s Culture and Sports Center, and Dai Chunrong, Director of the Housing Construction Office, put forward recommendations on their respective areas of responsibility, in the context of tourism development.

Finally, Vice District Mayor Zhang Binghua delivered important instructions, emphasizing three key points: First, take this tourism master plan as a driving force to accelerate the transformation and upgrading of Luzhi Town’s tourism industry. Seize this opportunity to speed up Luzhi’s tourism development and promptly advance all preparatory work necessary for striving to achieve 5A status. Second, Luzhi’s tourism planning and design must be closely integrated with the town’s profound cultural heritage. We hope that the planning and design agencies will gain a thorough understanding of Luzhi, carefully study the town chronicles, and deeply explore its cultural roots, drawing on their expertise to elevate Luzhi’s tourism plan to a higher level and broader perspective. Third, Luzhi’s tourism sector not only needs but also deserves further enhancement. With its abundant tourism resources, the challenge lies in how to integrate and upgrade these assets, revitalizing them and injecting new energy. This requires the planning and design authorities to steer Luzhi’s tourism toward a new direction, centering their efforts on achieving 5A‑level scenic‑spot status. They should make full use of Luzhi’s agricultural and industrial resources, as well as its unique cultural and natural landscapes, and align their plans with the development of a comprehensive tourism‑related industrial chain.
