On April 8, Luzhi Town convened an expanded meeting attended by more than 250 second-level cadres from across the town to further implement and carry out the spirit of Secretary Yu’s inspection and guidance during his visit to Luzhi. At the meeting, Zhou Peigen, Secretary of the Town Party Committee, delivered an important address focusing on three key areas.

I. Thoroughly study and implement the spirit of the important speech delivered by Secretary Yu of the District Party Committee during his inspection visit to our town.

On April 8, Secretary Yu of the District Party Committee, District Mayor Jin, and Secretaries Sun of the District Party Committee and District Mayors Binghua and Jianxiang of the District Government led representatives from the District Party Committee Office, the District Government Office, the Planning Bureau, the Land and Resources Bureau, and other departments to spend the entire day visiting Luzhi for on-site inspection and guidance. In the morning, they conducted a comprehensive field assessment of the town’s economic, social, and development progress; in the afternoon, they heard work reports from the Luzhi Town Party Committee and Town Government, reviewed the town’s new round of master plan, and set higher standards for our town’s planning and future development. This underscores the District Party Committee and District Government’s profound attention to and sincere concern for Luzhi Town. Secretary Yu’s address further outlined an ambitious vision for Luzhi, offering crucial guidance and practical significance for both the town’s current and future endeavors. All cadres at every level throughout the town must earnestly study, effectively communicate, thoroughly implement, and faithfully carry out the spirit of Secretary Yu’s speech, striving to achieve improvements in our standing and ranking, overall scale, growth rate, share of contributions, and the people’s sense of happiness.

II. Cultivate the Luzhi Spirit of emancipating the mind, seizing opportunities, pursuing practicality and progress, and daring to take the lead.

First, we must strengthen ideological development. We must take the Scientific Outlook on Development as our guiding principle, strengthen self-cultivation, enhance our ideological quality, and perform our respective duties with diligence. Veteran Party members and cadres should see out their final term in service, while younger cadres should fully demonstrate their style, vitality, and appeal. All second-level cadres across the town must align their actions with all policies and guidelines issued by higher authorities, as well as with the major decisions and deployments of the District Party Committee, the District Government, and the Town Party Committee and Town Government. Second, we must strengthen efforts to enhance efficiency. We will remain committed to hard work, practical action, and a spirit of healthy competition, ensuring that today’s tasks are completed today. We will implement the “5+2” and “day-and-night” working arrangements, and when tackling critical targets, we will summon twelvefold dedication to create distinctive achievements and miracles in Luozhi Town’s new phase of development. Third, we must strengthen efforts to build a clean and honest government. We must firmly uphold the ideological and moral red line, solidify the bottom line against corruption and degeneration, and rigorously enforce the principles that safeguard Party spirit and discipline. Fourth, we must strengthen the leadership team. Fully leverage the leadership core role of Party committees and Party organizations, uphold collective leadership and democratic centralism, and foster a positive atmosphere characterized by unity, concerted action, and a strong commitment to getting things done and starting businesses.

III. Uphold planning as the guiding principle for scientific development, advance the construction of the six zones, and ensure that… Luzhi will be even better tomorrow.  

The new round of development planning for Luzhi Town has been largely finalized, and the town’s ambitious vision for tomorrow has been broadly outlined. Moving forward, it is essential to further explore and expand development space, accelerate the construction of the six functional zones, and ensure a strong start to the 12th Five-Year Plan.

1.  Ancient Town Tourism Specialty Zone : By building the “First Town of China’s Water Villages” brand, highlighting its leisure‑oriented appeal and cultural heritage, optimizing tourism‑industry planning, and upgrading supporting infrastructure, we will accelerate the development of a distinctive古镇 tourism‑cultural industry framework. At its core are the Luohan statues at Baosheng Temple and the traditional women’s attire of Luzhi—two treasured cultural treasures—while the “one river, one bridge, one street, one garden” ensemble—comprising the ancient town’s waterways, historic bridges, riverside old streets, and the Jiangnan Cultural Park—provides the structural backbone. Underlying this vision are six major cultural pillars: historical and cultural heritage, traditional culture, artistic expression, culinary traditions, religious practices, and contemporary culture. We will also actively expand and redevelop the areas surrounding the古镇, striving to achieve national 5A‑level scenic‑spot status. Meanwhile, leveraging our region’s agricultural strengths, we will refine agricultural planning, promote eco‑friendly, leisure‑oriented agritourism, and showcase the authentic, unspoiled pastoral landscapes of the Jiangnan countryside, ensuring that these efforts complement and synergistically integrate with the古镇’s tourism sector.

2.  Prosperous Commerce and Finance District : Integrate high-quality assets and capital, strengthen cooperation with the town’s six major banks and micro‑finance institutions, explore the establishment of a financing platform, and accelerate fundraising efforts to provide robust financial support for the next phase of development. In line with the new round of master and detailed plans, expedite the functional positioning of the 8-square-kilometer commercial and financial district, progressively implement the “phase out secondary industries, advance tertiary” and “phase out low‑end, advance high‑end” strategies, and expand space to prioritize the development of urban service sectors that meet the needs of enhanced urban functions, cultural‑creative industries that complement ancient‑town tourism, and productive services that align with advanced manufacturing. Key initiatives will include the creation of six distinctive themed districts—cultural‑creative street, dining‑and‑residential street, shopping‑and‑commerce street, integrity‑based services street, entertainment‑and‑leisure street, and financial‑services street—aiming to achieve initial scale within three years, foster agglomeration‑driven growth, and raise the share of the tertiary sector in the town’s GDP to 50%.

3.  Optimal Environment Livable Area Focus on building the “Eco‑Friendly and Livable” brand, accelerating the planning and development of three major residential zones: the Longtan Residential Area, the Huan Chenghu Villa District, and the Farmers’ Relocation Area. In the Longtan Residential Area, prioritize the construction of real‑estate projects such as Jin Yu Hua Ting, Shui Xiang Jia Yuan, Han Tai Chun Yuan, and Longtan Xin Yuan, while enhancing the surrounding infrastructure to create a new town district with comprehensive amenities, convenient and comfortable living, and a lush, green environment. The area around Chenghu Lake will leverage the scenic beauty of the ten‑thousand‑mu lake to develop into a high‑end villa community that showcases picturesque lake‑and‑mountain vistas and a thriving green ecosystem. Advance the construction of high‑rise and mid‑rise housing for farmers’ relocation with stringent standards and superior quality, making efficient use of land and projecting a modern urban image. At the same time, increase investment in upgrading the town’s road network, lighting, landscaping, public art pieces, and other supporting facilities; strengthen integrated environmental management and ecological restoration; and foster a beautiful environment where “the town is nestled in forests, homes are set within gardens, and people live amid greenery,” thereby establishing the town as an outstanding, highly livable destination.

4.  High-end Industry Cluster Zone Based on the town’s current industrial development landscape and spatial planning, priority will be given to fostering the clustered growth of leading industries such as machinery, electronics, building materials, and molds, with the aim of establishing an advanced manufacturing hub characterized by high technological content, a complete industrial chain, and strong market influence. To achieve industrial optimization and upgrading, three key strategies will be pursued: expanding capacity, revitalizing existing assets, and optimizing new investments. First, enterprises within the region that exhibit poor economic performance, high resource consumption, or significant land‑idle capacity will be swiftly phased out or repurchased, while simultaneously undergoing redevelopment to implement a “retire low‑end, attract high‑end” approach—releasing land resources and creating room for further expansion. Second, through policy guidance, targeted support services, and financial incentives, a cohort of leading and flagship enterprises—high in technological sophistication, commanding substantial market shares, and making significant tax contributions—will be nurtured and strengthened. The goal is to cultivate, within two to three years, two companies with annual tax revenues exceeding RMB 100 million, six enterprises surpassing RMB 50 million, and thirty firms exceeding RMB 10 million. Third, guided by industrial priorities and leveraging agglomeration effects and spillover benefits, investment promotion efforts will focus on attracting high‑quality projects that deliver substantial capital input and robust returns, thereby maximizing the efficient use of limited land resources and bolstering long-term development momentum.

5.  Modern Agricultural Demonstration Zone : Pursuing a path of scaled agglomeration and high-quality, efficient development in modern agriculture, with the goals of “ecology, base‑building, safety, efficiency, and export orientation,” we are planning at high standards, constructing with high quality, investing heavily, and operating at a high level across four “ten‑thousand‑mu” modern agricultural demonstration bases—namely, the ten‑thousand‑mu aquatic vegetable planting base, the ten‑thousand‑mu aquaculture base, the ten‑thousand‑mu high‑yield rice base, and the ten‑thousand‑mu greening and ecological base—thereby achieving dual gains in both economic and ecological benefits. We are accelerating the planning and construction of four modern agricultural parks—the Songnan Modern Agricultural Demonstration Park, the Songpu Water‑Town Ecological Agriculture Park, the Futian Sightseeing Agriculture Park, and the Chengdun Jincheng Lake Ecological Agriculture Park—gradually shaping an efficient, modern, eco‑friendly agricultural model characterized by production, livelihood, and ecology, integrating agricultural product production, processing, marketing, as well as agritourism and recreation.

6. Urban–Rural Integrated Coordination Zone : Guided by the goals of “every household has security, everyone has employment, every person holds shares, every family enjoys quality housing, every village provides services, and incomes rise year after year,” we will accelerate integrated urban–rural development, expedite rural cooperative reforms, and deepen and broaden the “Five Major Cooperatives”—including agricultural‑asset shareholding cooperatives, property‑management shareholding cooperatives, and agricultural‑product shareholding cooperatives—thereby strengthening the collective economy, bolstering village‑level economies, and improving both people’s livelihoods and village vitality. With a focus on village improvement, construction of wastewater‑treatment facilities, and development of public service infrastructure such as community centers and health‑care service hubs, we will further enhance rural infrastructure and public amenities. We will also speed up the integration of urban and rural social security systems, prioritizing measures such as enrolling landless farmers in urban insurance, converting rural insurance to urban coverage, and expanding rural cooperative medical insurance. In this way, we will truly ensure that “labor is rewarded,” “illness is treated by skilled doctors,” “the elderly are cared for with dignity,” and “education is of high quality,” thus forging a brighter future for Luzhi.
