On March 13 and 14, Cai Fanxiu, Member of the Standing Committee of the Suzhou Municipal Party Committee and Political Commissar of the Military Sub-district, along with a delegation, paid a visit to Luzhi to conduct on-site research and provide guidance. Accompanying them were Tong Dezun, Member of the Standing Committee of the Wuzhong District Party Committee and Political Commissar of the District People’s Armed Forces Department; Lu Zhenhua, Secretary of the Luzhi Town Party Committee; Zhou Xuebin, Town Mayor; and Chen Julin, Head of the Town People’s Armed Forces Department.
On the afternoon of the 13th, the research team conducted on-site visits to examine the standardized construction of the Songgang Village Militia Camp, the “three-in-one” standardization of the militia emergency response unit, and the standardized development of the People’s Armed Forces Department of the Luzhi Tourism Company. After gaining an understanding of the role that grassroots people’s armed forces play in their daily work, the team expressed full recognition and high praise for the efforts of each grassroots unit.
At the symposium held on the morning of the 14th, Songgang Village, the militia emergency detachment, Luzhi Tourism Company, and the town’s People’s Armed Forces Department each presented detailed reports to the research team, outlining their specific practices in people’s armed forces work, the results achieved, and their plans for the next phase. Lu Zhenhua, Secretary of the Party Committee of Luzhi Town, reported on the town’s overall economic and social development and this year’s key priorities.
After hearing the report, Tong Dejun, a member of the Standing Committee of the Wuzhong District Party Committee and Political Commissar of the District People’s Armed Forces Department, noted that Luzhi Town has demonstrated eight key characteristics in advancing its people’s armed forces work: effective implementation of the Party‑led armed forces system; rigorous and practical organization of all‑staff mobilization; high‑quality militia training; early establishment of enterprise‑level armed forces departments; a cadre team with strong dedication to their duties; outstanding performance in conscription; effective utilization of demobilized veterans; and exemplary efforts in supporting the military and their families.
Finally, Standing Committee Member Cai Fanxiu summarized the findings of this field study. He remarked that his visit to Luzhi Town allowed him to witness firsthand and experience firsthand the town’s development and achievements, leaving him deeply inspired and invigorated. The town’s profound historical and cultural heritage, its coordinated economic and social development, the steady progress of industrial transformation and upgrading, the gradual improvement in people’s livelihoods, social harmony and stability, and the remarkable accomplishments in national defense and armed forces work all made a lasting impression on him. In particular, after hearing Secretary Lu Zhenhua’s report, he expressed high praise for Luzhi Town’s development strategy, noting that its approach to transformation and upgrading is exceptionally clear and its measures are well aligned with the current realities. Specifically, these efforts are embodied in three key integrations: first, combining industrial restructuring with industrial agglomeration; second, integrating the revitalization of existing assets with environmental improvement; and third, linking economic development, improvements in people’s lives, innovative social governance, and the cultivation of a more proactive cadre ethos. In terms of urban development and urban form, Luzhi Town has established a precise positioning, with sound planning and concrete, practical measures. As for advancing the integration of commerce, trade, and cultural tourism, the town has focused on priority areas and placed great emphasis on building a distinctive urban identity. On the fronts of social governance and public welfare, Luzhi Town has accurately identified key issues, implemented pragmatic solutions, and achieved tangible results.
Standing Committee Member Cai Fanxiu expressed the hope that, under the leadership of its new-term Party and government leadership team, Luzhi Town will adopt fresh approaches to development, present a renewed urban landscape, and usher in a vibrant social climate. The town aims to take the lead among all towns and townships in Suzhou in achieving basic modernization, reestablish itself as the “Eastern Bridgehead of Wuzhong,” and further enhance its prestigious reputation as “China’s Premier Water Town.”
