On July 2, Yu Xingnan, Secretary of the District Party Committee; Sun Zhuo, Chairman of the District Political Consultative Conference; and Zhang Binghua, Member of the Standing Committee of the District Party Committee and Minister of the Organization Department, led principal officials from the District Party Committee Office, the Agricultural Office, the Science and Technology Bureau, the Civil Affairs Bureau, the Housing and Urban–Rural Development Bureau, the Human Resources and Social Security Bureau, the Finance Bureau, the Transportation Bureau, the Water Resources Bureau, the Agriculture Bureau, the Land and Resources Sub‑bureau, and the Planning Sub‑bureau, braving the sweltering heat to conduct a field inspection and provide guidance on the work of the Chenghu Modern Science‑Technology Ecological Agriculture Demonstration Park. They also paid on-site visits to impoverished households in Hubang Village that are under paired assistance, presenting them with funds from the Party Members’ Care Fund. Lu Zhenhua, Secretary of the Luzhi Town Party Committee and the Party Working Committee of the Agricultural Park; Zhou Xuebin, Town Mayor; and Gu Qiaogen, Director of the Agricultural Park, accompanied the delegation during the inspection.

Secretary Yu and his delegation first paid visits to two families in need in Hubang Village, engaged in warm conversations with them to learn about their living conditions, encouraged them to maintain confidence in life and overcome their current difficulties, and presented them with funds from the Party Members’ Care Fund.

At the subsequent symposium on research and field visits, Lu Zhenhua, Secretary of the Luzhi Town Party Committee and the Party Working Committee of the Agricultural Park, reported on the work undertaken in recent weeks—covering planning, project implementation, and the establishment of mechanisms to streamline inter‑agency coordination—following Secretary Yu’s visit and symposium at the Agricultural Park on May 31. Hubang Village, designated as a paired assistance village by Secretary Yu, presented an update on its local economic and social development as well as progress on ongoing projects. Representatives from various district bureaus also engaged in discussions on park‑related initiatives and put forward recommendations to support further advancement.

Secretary Yu expressed high praise for the progress of the agricultural park, summarizing it as follows: “Actions have been swift, the strategic vision is sound, and the results are evident.” Since its establishment two months ago, the park has cultivated a strong sense of commitment, focused on key priorities, delineated eight functional zones, launched six major projects, and streamlined five critical relationships—advancing its development with high standards, at a high level, and with significant economic returns. Secretary Yu urged that the park should follow the roadmap of “gaining momentum in the first year, taking shape in three years, and becoming a fully-fledged park in five,” steadfastly staying on track to achieve these goals. He emphasized the importance of attracting investment and selecting high‑quality projects, ensuring their successful implementation, and transforming the park into an agricultural demonstration zone that integrates both industrial and tourism functions.

Secretary Yu set forth the following requirements for the next phase of work in the park: First, by early September, the Agriculture Bureau and the Agricultural Office shall take the lead in convening a district-wide conference to exchange experiences and advance the development of the three major agricultural parks. Second, with planning and land use as key priorities, we must ensure coordinated land‑use arrangements for construction purposes; moreover, the planning process must allocate an adequate share of construction land. The Planning Bureau and the Land and Resources Bureau are to conduct a dedicated study and propose concrete solutions. Third, we must strengthen policy coordination, intensifying efforts to secure favorable policies from higher authorities; any measure that can be pursued at the national or provincial level and that benefits the park’s development should be vigorously sought. Fourth, we must adopt a broad, long‑term perspective, set high standards, and maintain a visionary outlook, working together in a spirit of pragmatism and diligence to drive forward the park’s development.

Finally, Secretary Yu set forth the following requirements for Huhang Village: place economic development at the core, prioritize growth as the top priority, and strive to enrich the people and strengthen the village, ensuring tangible benefits for farmers. He emphasized the need to remain steadfast in identifying projects and platforms suited to the village’s development, leveraging industrial initiatives and supporting infrastructure to boost incomes, with the goal of achieving a revenue target of RMB 5 million next year. At the same time, he called on all relevant district-level departments to join forces and work together to help Huhang Village realize its vision of prosperity and strength.
