Luzhi Town Held a Townwide Economic Work Conference.


On July 27, Luzhi Town convened a town-wide economic work conference in the government’s multi-purpose meeting room. The primary objectives of the meeting were to implement the spirit of the Third Plenary Session (expanded) of the Third Committee of the District Party Committee, review and summarize the first-half-year work, analyze and assess the current situation, and set clear directions for development in the second half of the year. The meeting was chaired by Town Mayor Zhou Xuebin, and was attended by more than 160 participants, including all members of the town’s four leading bodies, principal and deputy section chiefs, secretaries and directors of villages (communities), heads of town‑affiliated enterprises, heads of municipal units, and administrative assistants.

At the meeting, Mayor Zhou first conveyed and implemented the spirit of six recent district-level meetings—the Third Plenary Session (expanded) of the Third CPC District Committee, the District Rural Party‑Building Work Conference, the On‑Site Promotion Meeting for Village Environmental Improvement, the Wuzhong District Conference on Upgrading, Innovation, and Transformation of One Thousand Enterprises and Advancing Key Projects, the Wuzhong District Meeting on Clearing Existing Construction Land, and the Wuzhong District Meeting on Promoting Rural Social Security Work—urging all units and departments to actively apply these directives in light of their own specific circumstances.

Subsequently, six units—the Hubang Village, the Songpu Village, the Urban–Rural Integration Company, the State Tax Sub‑bureau, the Investment Promotion Office, and the Health Promotion Office—each delivered presentations, sharing their practices, experiences, and achievements from the first half of the year, as well as strategies for advancing their respective tasks more effectively and efficiently in the second half.

Finally, Lu Zhenhua, Secretary of the Town Party Committee, delivered an important address. Secretary Lu reviewed the town’s performance across all areas during the first half of the year. Guided by the District Party Committee and District Government’s overarching development theme—“Welcoming the 18th National Congress and Advancing Toward Modernization”—the town comprehensively implemented a new round of urban and industrial planning. Significant progress was made in boosting economic growth and improving quality, upgrading and transforming industries, advancing urban planning and construction, enhancing people’s well-being, improving the urban–rural environment, and strengthening Party building. All targets and tasks were more than halfway completed in terms of time, workload, and achievement, laying the groundwork for and fully launching a new phase of large-scale development, construction, and growth.

In the next phase, Secretary Lu has instructed all levels of the town to prioritize six key areas of work to ensure the comprehensive fulfillment of all targets and tasks set by the District Party Committee and the District Government. First, we will spare no effort to promote steady and rapid economic development and ensure the successful completion of this year’s targets. We must make every effort to boost fiscal and tax revenues, efficiently advance the construction of key projects, accelerate the listing of land parcels, and vigorously promote the development of the collective economy. Second, we will spare no effort to advance industrial transformation and upgrading, thereby bolstering the momentum of economic development. We must efficiently and swiftly advance all demolition and clearance efforts, meticulously refine our investment promotion and capital‑attracting initiatives, and steadily and effectively implement the “Upgrade for a Thousand Enterprises” program. Third, we will spare no effort in advancing environmental improvement efforts to foster a favorable development environment. In accordance with the requirements of “Six Rectifications and Six Enhancements” and “Three Rectifications and One Guarantee,” we must take proactive measures, stay firmly focused on our goals, rigorously advance progress, and make every effort to overcome challenges, thereby ensuring the successful completion of village‑level improvement tasks. Fourth, we will spare no effort to advance innovation in social governance and continuously enhance the well-being of the people. We must spare no effort in delivering tangible benefits to the people and in safeguarding social harmony and stability. Fifth, we will spare no effort to enhance the quality and effectiveness of our work style and strengthen the rigor of implementation. We must center our efforts on the town’s overarching priorities, set clear objectives, stay true to our respective roles, and define our positioning precisely. We should press ahead with unwavering determination and devote ourselves wholeheartedly to implementation, ensuring the smooth execution of all policy decisions and key tasks through a substantial enhancement in both execution capacity and implementation effectiveness. Sixth, we will spare no effort to strengthen Party building and safeguard a clean and upright image. We must take a series of distinctive Party-building initiatives—such as the “Dual Entry, Dual Output” campaign, “Saturday at the Grassroots,” and the “Strengthening Foundations, Enhancing Capabilities” program—as platforms to solidly advance grassroots Party building, strengthen ties between the Party and the people as well as between cadres and the masses, and fully bring into play the fighting capacity, cohesive power, and role as a bastion of the village (community) Party organizations, along with the exemplary and leading role of Party members and cadres.

Secretary Lu called on the entire town to stay firmly committed to the year’s goals, bolster confidence, ensure rigorous implementation, and devote all efforts to execution, thereby laying a solid foundation for Luzhi’s “second entrepreneurial drive and transformation and upgrading.” In this new round of development and construction, he urged everyone to pioneer and innovate, strive with determination, and press ahead with even greater resolve, contributing outstanding achievements to the grand vision of “a brighter future for Wuzhong and the early realization of modernization,” and marking the occasion of the 18th National Congress of the Communist Party of China.
