Following the November 8 screening of the live broadcast of the opening session of the 18th National Congress of the Communist Party of China, which was attended by more than 120 participants—including all members of the town’s four leading bodies, mid-level and senior officials of government departments, and secretaries of all villages and communities—the Lüzhí Town Party Committee convened a special meeting of its central study group on November 10 to thoroughly study and grasp the spirit of the 18th National Congress.

During this集中 study session, the leading group, in conjunction with General Secretary Hu Jintao’s report to the 18th National Congress, conducted an in-depth study and discussion on topics including “What New Ideas Are Embodied in the 18th National Congress Report,” “Expert Interpretations of the Three Major Highlights of the 18th National Congress Report,” and the spirit of Secretary Jiang Hongkun’s address, “We Must Place People’s Livelihood in a More Prominent Position.” All participants unanimously agreed that General Secretary Hu Jintao’s report distills the experiences and lessons learned from the Party’s leadership in China’s development and construction since the launch of reform and opening-up, particularly over the past decade. Building on a rigorous synthesis of these invaluable experiences, the report draws upon the collective wisdom of the entire Party to introduce significant innovations, outlining a blueprint for China’s future development—inspiring and uplifting all who read it.

In the General Secretary’s report, the Scientific Outlook on Development was enshrined as the Party’s guiding ideology, which will help the entire Party strengthen its consciousness and resolve in implementing this outlook. This has far‑reaching and momentous significance for China’s socialist modernization and for the Party’s own development. Moreover, the three major highlights of the 18th National Congress report—its comprehensive exposition of the great banner of socialism with Chinese characteristics, its emphasis on fully building a moderately prosperous society and on the “five‑in‑one” overall layout, and its proposal of a new framework for comprehensively elevating the scientific level of Party building—are integrated innovations that build upon the Party’s sustained exploration, development, and innovation in the cause of socialism with Chinese characteristics. Through study, all participants have gained a clear understanding of the Communist Party of China’s image as a party that is lucid, confident, resolute, and pioneering; they have effectively enhanced their strategic, innovative, and dialectical thinking; and they have strengthened the principled, systematic, forward‑looking, and creative dimensions of their work. This will enable them to respond promptly to the new demands of reform and development, to generate fresh ideas for practical work, and to broaden and deepen their capacity for leading and advancing development.

Inspired by the spirit of General Secretary Hu Jintao’s report to the 18th National Congress and the remarks of Secretary Jiang Hongkun, Luzhi Town will steadfastly implement the Scientific Outlook on Development, continue to advance the “Second Entrepreneurship and Transformational Upgrading” initiative, and, with the goal of taking the lead in achieving basic modernization, seize development opportunities, jointly formulate sound strategies for growth, deliver concrete measures to improve people’s livelihoods, and make new and even greater contributions toward the grand objectives of building a moderately prosperous society in all respects and making Wuzhong an even brighter future.
