On December 21, Luzhi Town convened a meeting to assess the leadership team and leading cadres. The meeting was chaired by Comrade Qin Xiaoliang, Deputy Director of the Organization Department of the District Party Committee. Attending were the leadership teams of Luzhi Town and Chenghu Agricultural Park, heads of departments and units, and secretaries of villages (communities). Lu Zhenhua, Secretary of the Luzhi Town Party Committee and the Party Working Committee of Chenghu Agricultural Park, delivered a report on his work, integrity, and compliance with the law—both on behalf of the Party Committee and in his personal capacity. Meanwhile, Gu Hongjian, Mayor of the Town People’s Government, presented his own report on work, integrity, and compliance with the law.

Secretary Lu Zhenhua of the Luzhi Town Party Committee first delivered a year‑long work summary on behalf of the town’s Party Committee to all attendees. Secretary Lu provided a comprehensive review of the past year, highlighting how the Luzhi Town Party Committee, in alignment with the district Party and government’s overarching development theme of “Welcoming the 18th National Congress and Advancing Toward Modernization,” has earnestly implemented the new round of urban and industrial planning and fully embarked on a path of “second entrepreneurship and transformative innovation.” He detailed the town’s fresh approaches, renewed image, and notable achievements across key areas—including industrial transformation and agglomeration, cultivation of the collective economy, urban development and construction, improvement of the urban–rural environment, innovation in social governance, enhancement of people’s well‑being, maintenance of public safety and stability, and strengthening of Party building—while also clearly identifying existing shortcomings and weak points in Luzhi Town’s second phase of development. Secretary Lu urged all cadres and residents to remain steadfast in pursuing the development theme of “Implementing the Spirit of the 18th National Congress and Steadfastly Advancing Modernization,” and, in conjunction with the established plans and strategic vision, to comprehensively advance efforts to “enhance the quality and efficiency of the industrial economy,” “promote scientific and orderly urban development,” “practice people‑centered and impartial social governance,” and “build a green, livable ecological environment,” thereby striving to ensure that Luzhi takes the lead in achieving basic modernization by 2013.

Drawing on his own efforts to promote diligent governance and clean administration, Secretary Lu presented a comprehensive report on his work over the past year, covering performance, integrity, and compliance with the law. The report fully highlighted how, throughout the year, Secretary Lu has united and led the town’s cadres and residents in earnestly implementing Luzhi Town’s new round of urban‑industrial planning and vigorously advancing the campaign of “a second wave of entrepreneurship and transformative innovation.”

Subsequently, Gu Hongjian, the Town Mayor of Luzhi Town People’s Government, delivered a personal report on his performance, integrity, and adherence to the law. Mayor Gu provided a detailed summary of his achievements across three key areas: “strengthening learning and enhancing competence to continuously improve the ability to manage work”; “focusing on development, pioneering innovation, and driving Luzhi’s economic and social undertakings to new heights”; and “upholding integrity and self-discipline, cultivating personal virtue, and earnestly reinforcing Party conduct and clean governance.”

Finally, the meeting also conducted on-site assessments of the leadership teams of Luzhi Town and Chenghu Agricultural Park, fully demonstrating the openness, fairness, and impartiality of this evaluation process and effectively enhancing the objectivity, impartiality, and effectiveness of cadre appraisal.
