Secretary Yu Xingnan of the District Party Committee attended the democratic life meeting of Luzhi Town (Chenghu Agricultural Park).


On December 27, a special democratic life meeting of Luzhi Town (Chenghu Agricultural Park) was held in the Hongyun Garden conference room. Yu Xingnan, Secretary of the District Party Committee, attended and delivered an important address. Lu Zhenhua, Secretary of the Luzhi Town Party Committee, chaired the meeting and made a personal statement, while members of the town’s Party leadership team each offered remarks in turn.

In preparation for this democratic life meeting, the Party Committee of Luzhi Town, in accordance with prescribed requirements, has focused on strengthening and improving the ideological and political development of leading cadres in the new context, with the aim of building a high-caliber leadership team and cadre corps that embody the “three broads and four haves” — broad vision, broad thinking, broad-mindedness; and possessing conviction, competence, a sense of responsibility, and integrity. To this end, it has meticulously planned and implemented a series of measures, including organizing study sessions, soliciting opinions, conducting self-assessment, and holding candid exchanges and heart-to-heart talks.

The meeting began with a personal address by Lu Zhenhua, Secretary of the Luzhi Town Party Committee. Drawing on the overall work of the Luzhi Town Party Committee and the Chenghu Agricultural Park Party Working Committee, Secretary Lu reported to the assembled leaders and comrades on his own thinking, work performance, conduct, and integrity. Looking back on the year and looking ahead to the coming year, Secretary Lu noted that in 2012, Luzhi Town had explored and established a development path for the 12th Five-Year Plan—“a second round of entrepreneurship and transformative innovation”—while adjusting and optimizing the cadre teams at both the town and village levels and refining relevant rules and regulations, achieving initial results in this inaugural year. At the same time, through a thorough analysis of existing shortcomings in advancing urbanization and industrial development in Luzhi Town, and with the 2013 development goals firmly in mind, Secretary Lu emphasized prioritizing “enhancing the quality and efficiency of the industrial economy,” “promoting scientific and orderly urban development,” “implementing people‑centered and impartial social governance,” “building a green and livable ecological environment,” and “strengthening and empowering Party building.” These efforts aim to accelerate and deepen Luzhi’s transformation and innovative development. In this pivotal year of 2013—the year of accelerating and advancing Luzhi’s “second entrepreneurial drive”—Secretary Lu called for an even greater focus on integrating industry and urban development, balancing development with conservation, ensuring comprehensive coordination, putting people first, consolidating foundations and strengthening capabilities, and upholding integrity and clean governance.

Subsequently, the leading members of Luzhi Town (Chenghu Agricultural Park) also, drawing on their respective work, study, and ideological experiences and in light of the town’s actual development conditions, shared their insights, identified areas of weakness and deficiency, clarified their priorities for improvement, and engaged in exchanges and reports.

Finally, Secretary Yu of the District Party Committee delivered an important address. Drawing on the remarks of the leadership team members and speaking from the district committee’s perspective, Secretary Yu offered a thorough assessment of Luzhi Town’s achievements across all areas this year and set forth expectations and requirements for the coming year. He expressed full appreciation for the work of the town party committee leadership team, with Secretary Lu Zhenhua at its helm, noting that the town’s economic and social development has been vibrant, well-organized, and robust, with commendable results throughout the year. He commended the leadership team for acting swiftly, maintaining a positive spirit, having clear goals and strategies, building a solid foundation, and driving significant progress. At the same time, Secretary Yu urged everyone to make a keen and objective assessment of the situation and environment facing Luzhi Town, clearly outlining its position within the broader regional context and identifying the key shortcomings hindering its next phase of development. He called on the leadership team to raise standards and intensify efforts, striving to achieve even greater accomplishments. Following this, Secretary Yu articulated five “a bit faster” priorities: accelerating innovation and transformation; speeding up infrastructure development; bolstering the economic strength of both the town and its villages; improving the appearance and quality of the ancient town; and elevating the quality of people’s livelihoods. These guiding principles were intended to steer Luzhi Town’s work in the year ahead. Secretary Yu’s important speech precisely pinpointed the core issues of Luzhi Town’s 12th Five-Year Plan—“a second round of entrepreneurship and transformative innovation”—and provided strong impetus for the town to further accelerate its pace of transformation and innovation.

In his concluding remarks, Secretary Lu stated that the leadership team of the Luzhi Town Party Committee will take the spirit of this meeting and Secretary Yu’s important address as their guiding principles. On the one hand, they will translate self‑criticism and their plans for the coming year into concrete actions; on the other, in line with the requirements, standards, and expectations set forth by Secretary Yu, they will continue to press forward with determination, work diligently, and maintain unity, thereby living up to the earnest expectations of the District Party Committee, the District Government, and the broad masses of the people for Luzhi. In the journey toward taking the lead in basically achieving modernization in 2013, they will strive to achieve even greater successes.
