On January 9, the Third Session of the 17th People’s Congress of Luzhi Town was solemnly convened and concluded successfully, with the participation of 81 town-level deputies to the People’s Congress and 70 non-voting attendees from across all sectors of the town.

The meeting heard and deliberated on the Government Work Report, the People’s Congress Work Report, and the fiscal budget and final accounts report, and adopted the resolution of the Third Session of the Seventeenth People’s Congress of Luzhi Town concerning these three reports.

The meeting gave full recognition to the government’s work over the past year. It noted that, throughout the year, Luzhi Town, in line with the District Party Committee and District Government’s development theme of “Welcoming the 18th National Congress and Advancing Toward Modernization,” adhered to planning‑driven guidance, achieving steady yet progressive economic growth amid transformation and upgrading; pursued integrated urban–rural development, resulting in a revitalized townscape through environmental improvement and enhancement; put people first, ensuring steady improvements in public welfare and well‑being through coordinated development; and upheld diligent governance and clean administration, continuously enhancing administrative efficiency and effectiveness through institutional reforms. The meeting proposed and approved ten key government projects slated for 2013, with an estimated total investment of RMB 2.5 billion, covering areas such as environmental improvement, resettlement of rural residents, initiatives to boost incomes, social security and employment, transportation infrastructure, educational advancement, expansion of the historic town, water‑environment remediation, citizen‑oriented services, and public safety and stability. In addition, the meeting outlined four priority areas of work to support these objectives: placing greater emphasis on industrial restructuring and seeking breakthroughs in innovation and transformation; prioritizing ecological civilization and striving for progress in urban appearance; focusing on people’s livelihoods and community‑centered development to achieve harmonious growth; and strengthening administrative efficiency and performance to drive internal capacity‑building.

The meeting concluded that it was a pivotal event in Luzhi Town’s ongoing efforts to advance its “second entrepreneurial drive and transformative innovation” under the new round of urban‑industrial planning. It further clarified and refined Luzhi Town’s development strategy for the 12th Five-Year Plan period, which centers on “planning‑led, integrated industry‑city development” and is anchored in measures such as clustering five key industries, developing four zones and one industrial park, building five major functional nodes, pursuing 5A‑level designation for the ancient town, and establishing the Chenghu Agricultural Park—aiming to enhance land value and achieve coordinated growth across the primary, secondary, and tertiary sectors. The meeting not only reviewed and objectively assessed the achievements and outcomes of 2012 but also candidly acknowledged and analyzed the shortcomings and challenges facing Luzhi’s next phase of development. Moreover, it set forth new goals and requirements for elevating Luzhi’s “second entrepreneurial drive and transformative innovation” to an even higher level, delineating priority areas and specific action plans, thereby carrying forward past progress while paving the way for future advancement.

The meeting expressed the hope that all Party members and cadres in Luzhi, together with the broader public, will, in accordance with the decisions and arrangements of the District Party Committee and the District Government, focus on Luzhi’s new round of development and perform their respective duties to the best of their ability. It also called upon all deputies to the People’s Congress to effectively communicate and implement the spirit of this session, engaging with a sense of ownership in Luzhi’s ongoing development efforts. Furthermore, it urged the Town People’s Congress and the Town People’s Government to earnestly fulfill their respective responsibilities, live up to the expectations of all deputies, unite in striving, advance pragmatically, maintain integrity and honesty, serve the people efficiently, and lead the entire town in continuously achieving higher‑quality, faster economic and social development. In doing so, they will propel Luzhi’s “second entrepreneurial drive and transformation‑and‑innovation” into a new stage, yielding fresh results, and work tirelessly to take the lead in basically achieving modernization and to make Wuzhong even more beautiful and prosperous tomorrow.

At the same time, the meeting elected two deputy town mayors: Comrades Chen Julin and Wang Zonglin were both elected by a large majority as deputy mayors of the Luzhi Town People’s Government.
