On the afternoon of February 28, Luzhi Town convened a mobilization meeting for the Party’s mass-line education and practice campaign, to launch and deploy the town-wide initiative. More than 200 participants attended, including members of the town’s leading team, principal and deputy section chiefs, retired cadres, heads of Party organizations at all levels, selected deputies to the People’s Congress and members of the Chinese People’s Political Consultative Conference, as well as representatives of Party members and the general public. Yu Xingnan, Secretary of the District Party Committee; Shen Jianhua, former Vice Chairman of the Municipal CPPCC and head of the Municipal Party Committee’s Supervision Group; and all members of the District Party Committee’s Third Supervision Group also attended the meeting.

Wu Jingyu, Secretary of the Town Party Committee and Head of the Town’s Education Practice Activity Leading Group, presided over the meeting and delivered a mobilization speech. Secretary Wu Jingyu urged that, All levels throughout the town must align their thinking and fully recognize the profound significance of carrying out the Party’s mass-line education and practice campaign. Carrying out the Party’s mass-line education and practice campaign is a concrete requirement for upholding the Party’s fundamental purpose; it is a practical necessity for accelerating Luzhi’s development through its “second entrepreneurial drive and parallel advancement of three zones” as well as its vision of building a “beautiful town that preserves tradition while fostering innovation”; and it is an important avenue for effectively addressing the real concerns and problems of the people. All levels throughout the town must grasp the requirements and vigorously advance the Party’s mass-line education and practice campaign to ensure its solid implementation. All participating units throughout the town must, in accordance with the requirements of Luzhi Town’s “Implementation Plan for Deeply Carrying Out the Party’s Mass Line Education and Practice Campaign,” clearly define the tasks and standards for each stage, ensure unified planning and phased advancement, and guarantee that all tasks in the “Learning and Education; Soliciting Opinions” phase, the “Identifying Problems; Conducting Criticism” phase, and the “Rectification and Implementation; Establishing Systems and Mechanisms” phase are effectively implemented. Particular emphasis should be placed on earnestly advancing the “Four Governance, Four Revitalization” initiative. All levels throughout the town must organize meticulously to ensure that the Party’s mass-line education and practice campaign yields tangible results. All Party organizations at every level throughout the town must regard the education and practice campaign as the top priority in current political life, ensuring that leadership responsibilities are fulfilled, providing targeted guidance, maintaining rigorous oversight, strengthening publicity and guidance, and giving due consideration to overall coordination. By doing so, they will steadily advance the in-depth implementation of the campaign and leverage its outcomes to make “Luzhi’s future even more beautiful and promising.”

Wan Shuqin, head of the Third Supervision Group of the District Party Committee, delivered a speech on behalf of the group and set forth clear requirements for effectively carrying out the educational practice campaign: First, we must deeply understand the guiding principles of the CPC Central Committee and the provincial, municipal, and district committees, and fully implement the fundamental requirements for carrying out the education and practice campaign. Emphasizing problem‑oriented awareness, engaging the public in an open and inclusive campaign, conducting criticism in the spirit of rectification, taking concrete actions based on learning, and ensuring thorough implementation and tangible improvements—while adopting a categorized approach to advance the effort as a whole—we have remained grounded in reality. Tailoring implementation plans and organizational arrangements to the distinct characteristics of each unit, we have prioritized targeted measures, leveraged the guiding role of industry‑specific systems, fostered coordinated efforts across all levels, and thereby facilitated the resolution of outstanding issues. Second, we must uphold fine work styles and ensure that the education‑practice campaign is carried out effectively and in an orderly manner. Uphold the principle of leadership taking the lead, fully mobilize the enthusiasm of Party members and cadres, emphasize practical results, ensure that mandated tasks are carried out thoroughly and that self-selected initiatives are implemented solidly, resolutely guard against formalism, and, in accordance with the provincial Party committee’s “four nos and four preventions” requirements, adopt concrete measures, deliver tangible outcomes, and pursue real effectiveness. Third, we must carry out supervisory work in a solid and thorough manner to ensure the effective implementation of all tasks under the campaign. We will steadfastly rely on the grassroots Party committees to carry out supervision, prioritize key areas in our supervisory work, and conduct oversight with a sound work style. We will deeply understand the guiding principles of the CPC Central Committee, the provincial, municipal, and district Party committees, firmly grasp the rules and requirements of supervision, strictly observe discipline—both work discipline and integrity discipline—and uphold the positive image of the District Party Committee’s supervisory team.

Secretary Yu Xingnan of the District Party Committee fully commended the preliminary preparations for the educational practice campaign in Luzhi Town and emphasized four key points: Deeply study and thoroughly understand, and align thinking and action. Luzhi Town serves as the eastern gateway to Wuzhong, shouldering the critical tasks of accelerating industrial transformation, building a new‑type urban center, fostering a green and ecological environment, and enhancing the well‑being of the people. All of us must rally our spirits, unite as one, and firmly strengthen our sense of the bigger picture while cultivating a spirit of responsibility. Guided by the “Four Governance, Four Revitalizations” framework and emphasizing “serving the people, being pragmatic, and maintaining integrity,” we will take the implementation of higher‑level directives on improving work style and administrative efficiency as our starting point. In doing so, we will forge a path of green development that is both suited to Luzhi’s realities and distinctive to its character, delivering a satisfactory outcome to the people. Adhere to the “Four Governance, Four Revitalizations” approach to address pressing issues. In conjunction with Luzhi Town’s initiatives—such as the “Dual Entry, Dual Exit” program, “Saturday at the Grassroots,” the “Villager Contact Card,” and the “Four‑Linkage, Dual‑Improvement” approach—we will earnestly implement the overarching requirements of “holding up a mirror, straightening one’s attire, taking a thorough wash, and curing one’s ills.” By focusing our efforts, we will directly identify problems, conduct in-depth root‑cause analysis, and work diligently to resolve them, thereby earning the trust of the people through tangible results from our education‑and‑practice campaign. Strengthen our sense of purpose and ensure public satisfaction. We must adopt the correct stance, go among the people, open our doors to welcome public scrutiny, and innovate in our approaches to serve the masses. Upholding the principle of responding promptly to the people’s expectations, we will extend our services to every “nerve ending” at the grassroots level, bring policies that benefit the people and public services right to their doorsteps, bridge the “last mile” in connecting with and serving the public, and ensure that the requirements for improving work style are truly implemented at the community level, so that the people can genuinely reap the benefits. Strengthen organizational leadership and establish model benchmarks. 1 First, we must comprehensively strengthen accountability: the principal leader must earnestly assume the primary responsibility, go deep into the front lines, and exercise proactive command, while holding themselves to even stricter standards and more rigorous expectations. With selfless courage and unwavering resolve, they should rigorously examine, assess, refine, and elevate their own performance, truly becoming the vanguard and model of this campaign. Second, we must emphasize the application of scientific methods, integrating the unified directives of higher-level Party committees with the realities of Luzhi, identifying clear entry points for improving work style, focusing on key areas for resolving problems, and thereby enhancing the targetedness and effectiveness of the campaign. Third, we must adopt a holistic approach, playing the “piano” in concert—integrating the education‑and‑practice campaign with the comprehensive deepening of reform, with the successful completion of current central tasks, and with the better safeguarding and improvement of people’s livelihoods. We should transform the vigorous enthusiasm sparked among Party members and cadres into a powerful driving force for getting things done and starting businesses, using concrete results in advancing reform, promoting development, and benefiting the people to evaluate the campaign’s effectiveness, thus ensuring that we pursue both goals simultaneously, without compromising either, and achieving mutual reinforcement.

In accordance with the arrangements of the CPC Central Committee and the provincial, municipal, and district committees, our town’s campaign on education and practice was officially launched in February and was essentially concluded by September.

Following the meeting, in accordance with the unified arrangements of the District Party Committee’s supervision team, a democratic evaluation was conducted on the town’s four leading teams and on the conduct and other relevant aspects of its Party-member leading cadres.
