In accordance with the town’s overall schedule for the education and practice campaign, on the afternoon of March 6, Luzhi Town convened a study session of the Party Committee’s central group. Guo Xuewen, Vice President of the Suzhou Municipal Party School, was invited to deliver a special lecture titled “An Interpretation of the Spirit of the Third Plenary Session of the 18th CPC Central Committee.” More than 200 participants attended, including members of the town’s four leading groups, principal and deputy section-level officials, heads of government departments and municipally‑directly affiliated units, secretaries and directors of villages (communities), as well as discipline inspection, organization, and publicity committee members, along with all members of the town’s education and practice campaign guidance team and its office. The meeting was chaired by Ju Hairong, Deputy Secretary of the Town Party Committee.
Principal Guo reviewed the profound transformations China has undergone since the launch of reform and opening-up, as well as the challenges currently facing its development, focusing on three key aspects: fully appreciating the significant implications of comprehensively deepening reform; accurately grasping the overarching strategic vision guiding this endeavor; and earnestly implementing the tasks and major initiatives set forth by the central authorities. He elucidated the core content and salient features of the Third Plenary Session of the 18th CPC Central Committee, underscored the far-reaching importance of thoroughly studying and applying the spirit of that session, and provided an in-depth analysis of six priority areas: accelerating economic, political, cultural, social, and ecological‑civilization system reforms, while strengthening and improving the Party’s leadership over the comprehensive deepening of reform. With a clear line of reasoning and profound insights, Principal Guo’s lecture offered strong intellectual guidance, practical direction, and actionable principles for all Party members and cadres across the town to better understand and implement the spirit of the Third Plenary Session of the 18th CPC Central Committee, thereby ensuring the effective advancement of the mass‑line education and practice campaign.
According to the study session’s agenda, Shen Yuwen, Secretary of the Party Branch of Hubang Village and an exemplary representative of grassroots work, shared his experiences and insights on engaging with the public. Secretary Shen offered a straightforward analysis from three perspectives on how to “put the mass line into practice and jointly build a beautiful Hubang”: first, consistently prioritizing green ecology and pursuing development that balances economic growth with environmental protection; second, maintaining close ties with the people and fostering development that harmoniously integrates economic progress with social stability; and third, upholding a people-centered approach and advancing economic development in tandem with improvements in people’s livelihoods.
