To implement the unified plan for comprehensively enhancing the environmental and service quality of A‑level scenic areas across the district, and to advance this initiative in a proactive yet prudent manner, Luzhi Town convened a meeting on the morning of September 24 to promote the comprehensive improvement of environmental and service standards at the ancient town scenic area. The meeting was attended by the town’s principal Party and government leaders, relevant departmental heads, and representatives from 22 related functional departments, including the Ancient Town Management Committee. The session was chaired by Wang Zonglin, a member of the Luzhi Town Party Committee and Deputy Town Mayor.

At the meeting, the Town Tourism Office presented the “Responsibility Allocation Table for the Comprehensive Enhancement of Environmental and Service Quality at the Luzhi Ancient Town Scenic Area,” outlining a plan to comprehensively upgrade the scenic area across eight key areas: tourist transportation, sightseeing, tourism safety, sanitation, postal and telecommunications services, tourism‑related shopping, overall management, and resource and environmental protection. Representatives from the relevant functional departments also delivered statements outlining their commitments to carrying out their respective tasks.

Subsequently, the relevant supervising leaders assigned specific tasks. Town Mayor Chen Julin outlined detailed plans for the pre‑National Day phase of work at the ancient town scenic area, covering vehicle management, business‑type management, and a comprehensive upgrade of storefront signage, environmental conditions, and service quality. Mayor Chen instructed all units to designate dedicated personnel to oversee these efforts, develop practical and feasible implementation plans, and establish long‑term mechanisms. He further emphasized that each department should clearly define its responsibilities, ensure accountability, and assign lead officials and functional departments to specific initiatives, with well‑defined roles and responsibilities. By integrating vertical and horizontal coordination, and fostering seamless collaboration between different levels, the aim is to comprehensively enhance the scenic area’s tourism environment and service quality, striving to create an outstanding visitor experience.

Finally, Secretary Yao Dong of the Luzhi Town Party Committee emphasized the following: First, we must align our thinking and fully recognize the necessity of enhancing the environmental and service quality of the ancient town, effectively improving the scenic area’s appearance and further strengthening its reputation as “China’s Premier Water Town.” Second, we must clearly define tasks and designate lead persons for each initiative, mobilizing all resources to advance the improvement of the scenic area’s aesthetic standards. Third, we must establish clear benchmarks: refine the implementation plan according to the task breakdown matrix, set specific standards and requirements, and rigorously enforce them. In addition, taking into account Luzhi’s unique circumstances, we should adjust and optimize the proposals put forward by Jiangshan Duojiao and conduct thorough financial assessments. Fourth, we must adhere to a well‑defined timeline: carry out intensive remediation efforts before major holidays, revise the schedule in line with the plan’s stipulations, and coordinate the work in accordance with the principles of minimizing public disruption and achieving zero complaints. Fifth, we must pursue integrated progress: the enhancement of environmental and service quality in the ancient town’s scenic area should be advanced in tandem with initiatives such as nighttime lighting, the smart tourism system, World Heritage nomination, and cultural relic protection, ensuring that all these efforts reinforce one another in elevating the town’s overall image. Sixth, we must strengthen oversight: the Party Committee’s Inspection Department shall conduct regular inspections in accordance with relevant standards and timelines. Lastly, we must adopt a long‑term management approach—three parts construction, seven parts management—so that the Ancient Town Management Committee convenes monthly meetings with relevant departments to conduct on‑site inspections, enforce stringent management measures, and consolidate the gains achieved.
