On the afternoon of July 27, Jin Jie, Deputy Secretary of the District Party Committee and District Mayor, along with Gu Yijian, Director of the Government Office, and other leaders, paid a visit to Luzhi to conduct on-site research and provide guidance. They were accompanied by Zhou Peigen, Secretary of the Luzhi Town Party Committee; Lu Zhenhua, Deputy Secretary of the Party Committee and Town Mayor; Cha Xiaolin, Chairman of the People’s Congress; and Yang Sanyuan, Director of the CPPCC Working Committee, among other officials.

Secretary Zhou of the Town Party Committee first, on behalf of the four leading bodies of Luzhi Town, extended a warm welcome and heartfelt gratitude to District Mayor Jin and other leaders for taking time out of their busy schedules to visit Luzhi and conduct a field inspection.

Town Mayor Lu outlined the town’s economic and social development achievements to date this year, as well as its plans for the next phase. In the first half of the year, under the sound leadership of the District Party Committee and District Government, Luzhi Town achieved steady and rapid progress in economic and social development, with a regional GDP of RMB 3.98 billion and local general budget revenue of RMB 307 million—up 15.4% and 30.4%, respectively, year on year—representing 51% and 60.8% of the annual targets. The town also attracted US$34.83 million in registered foreign investment, with US$23.83 million actually received, and secured RMB 912 million in registered private capital, of which RMB 1.198 billion has been disbursed. Looking ahead, Luzhi Town will remain firmly focused on the District Party Committee and District Government’s goal of “taking the lead in basically achieving modernization,” prioritizing seven key areas: urban–rural planning, construction, and development; investment promotion and project selection; industrial transformation and upgrading; the creation of platforms for innovation and entrepreneurship; the advancement of priority projects; the development of major infrastructure; and the implementation of initiatives to improve people’s livelihoods. Through these efforts, the town aims to elevate its standing, expand its overall scale, accelerate growth, increase its contribution to the region, and enhance the sense of well-being among its residents.

Secretary Zhou reported to District Mayor Jin on the work of Luzhi Town for the first half of the year. Secretary Zhou stated that, during the first six months, Luzhi Town balanced development with stability, driving robust and sustainable economic and social progress across the town. Development remains the top priority; the entire town has fully recognized its importance, intensified efforts to attract investment and select high‑quality projects, accelerated industrial restructuring, and sped up economic transformation and upgrading, thereby significantly strengthening the local economy, advancing urban–rural development, and markedly improving people’s livelihoods. Meanwhile, maintaining stability is the paramount responsibility. The town has strengthened management in areas such as workplace safety, public order, handling letters and visits from the public, and addressing unauthorized construction, establishing a comprehensive social‑stability prevention and control system that extends horizontally to every level and vertically to the grassroots. Secretary Zhou assured the District Party Committee and District Government that Luzhi can be counted on: we will fulfill our duties conscientiously, apply ourselves with utmost dedication, and strive to deliver outstanding results every day—caring for new colleagues while contributing to the development of Wuzhong.

Finally, District Chief Jin delivered an important address. He stated that Secretary Zhou’s remarks were heartfelt and sincere, truly coming from the bottom of his heart. As a seasoned leader, Secretary Zhou is dedicated to his work and worthy of emulation, and the achievements that Luzhi Town has made this year in economic and social development deserve recognition. In outlining the town’s next phase of development, he set forth three key requirements: First, strive for excellence and take on heavy responsibilities. Luzhi serves as the eastern gateway to Wuzhong District, enjoying a distinct locational advantage and leading the township sector among the district’s four major development zones. While safeguarding and developing its status as a renowned historical and cultural town and fostering the cultural industries, Luzhi must tailor its growth to local conditions, cultivate distinctive industries, build its own unique strengths, and establish a signature brand—creating a “Luzhi model” that shoulders significant responsibilities for the district’s overall progress. Second, pursue bold innovation and forge distinctive pathways. Over the years, Luzhi Town has achieved remarkable results in developing township enterprises and an export‑oriented economy, charting a uniquely characteristic course for rural economic development. Looking ahead, it must further clarify its development goals, shift its mindset, and adopt innovative approaches, striving for excellence in urban planning, industrial restructuring, and social governance. Third, refine its work style and write a new chapter of glory. The leadership team, cadre corps, and grassroots organizations must be strengthened, leveraging the spirit of dedication, unity, and pragmatic determination that characterizes Luzhi’s Party members and officials, so as to usher in a brighter future for Luzhi and make fresh contributions to a more prosperous Wuzhong.

Secretary Zhou of the Luzhi Town Party Committee stated that District Chief Jin’s address carries profound practical and guiding significance for both the town’s current work and its long-term development. Luzhi Town will thoroughly grasp and earnestly implement the spirit of District Chief Jin’s speech, using it to steer all economic and social undertakings across the town and to make Luzhi’s future even brighter.
