On the morning of October 21, the Second Session of the Seventeenth People’s Congress of Luzhi Town was held at the Yangmingshan Garden Hotel in Luzhi. The session was attended by 80 deputies from all sectors of the town and 30 non-voting delegates. The meeting adopted a decision to accept Comrade Zhou Xuebin’s resignation from the post of Town Mayor of the Luzhi Town People’s Government. At the same time, a new Town Mayor was elected, with candidate Gu Hongjian winning by a large margin.

After being elected town mayor, Comrade Gu Hongjian pledged to spare no effort, do his utmost, and devote himself wholeheartedly to his work, cultivating a strong sense of dedication and responsibility through sincerity, enthusiasm, patience, and perseverance. He vowed to let facts, practical results, and concrete actions speak for themselves, ensuring the satisfaction of the deputies, and leading the entire government team to pursue development with earnestness and pragmatism, strive in every possible way to improve people’s livelihoods, uphold the image of law-based administration, and uphold integrity, honesty, and moral rectitude.

At the closing of the meeting, Secretary Lu Zhenhua of the Town Party Committee delivered a speech, extending his congratulations to Comrade Gu Hongjian on his election as the new town mayor. He emphasized that this adjustment in the selection of the town mayor was a well‑considered decision made by the District Party Committee, based on a holistic perspective and in response to the current priorities of Luzhi—namely, further optimizing investment promotion and project selection, restructuring the industrial landscape, enhancing land value, strengthening the economy’s industrial base, and intensifying efforts to improve high‑quality public services and infrastructure. Secretary Lu expressed the hope that all Party members and cadres at every level in Luzhi, together with the broader public, will align themselves with the decisions and deployments of the District Party Committee and District Government, focusing on Luzhi’s new round of development. He urged them to devote themselves wholeheartedly to supporting Mayor Gu Hongjian’s work, drawing on their respective roles, sectors, and positions. Additionally, he called on all deputies to the People’s Congress to effectively communicate and implement the spirit of this session, mobilizing local residents to participate in Luzhi’s various development and construction initiatives with a sense of ownership and responsibility.

Secretary Lu stated that the Party Committee and the government of Luzhi Town will unite and lead all cadres and residents, in accordance with the new round of planning, to vigorously advance industrial clustering, urban development, social governance, environmental protection, and improvements in people’s well-being. To achieve this, they will implement eight key measures: strengthening specialized investment promotion to attract and concentrate leading industries; increasing infrastructure investment to enhance urban functions; accelerating demolition and clearance to expand development space; scaling up and strengthening the collective economy to enrich the people and strengthen the town; reinforcing oversight and refining institutional frameworks to promote standardized management; elevating public welfare and building a harmonious society; prioritizing vulnerable groups to foster an open and transparent government; and bolstering organizational capacity to invigorate grassroots governance. Through these efforts, Luzhi aims to ensure the sound and coordinated development of its economic and social undertakings, striving toward the goal of “taking the lead in basically achieving modernization” by 2013.
